GPSR responsible person for Etsy sellers outside the EU
Yes, if you ship physical products to buyers in the EU and your business is established outside it. GPSR applies to every product offered to EU consumers, handmade or not, and Etsy added listing fields for the responsible person's details so that EU buyers see them before purchase.
Handmade is not exempt
GPSR covers all consumer products unless a specific EU law already covers the safety aspect. There is no small-business or handmade exemption. Vintage items sold as second-hand are a narrower case; if you sell new goods you make or source, the Regulation applies.
What goes in the listing
Article 19 requires the manufacturer's name, postal address and email; where the manufacturer is outside the EU, the responsible person's name, postal address and email; information identifying the product; and any warnings or safety information in the language of the country you ship to. Etsy's listing form has fields for exactly this.
What goes on the product
The responsible person's name and contact details on the product, its packaging, the parcel or an accompanying document (Article 16(3)). A printed card in the parcel satisfies this for small handmade goods. We give you the exact text.
